About

Daniel S. Alter (“Danny”) advises clients on high-stakes litigation, regulatory enforcement, and compliance issues, with extensive experience in financial services, digital assets, and public policy. He has held senior leadership roles in government, private practice, and academia, including serving as General Counsel of the New York State Department of Financial Services, where he oversaw regulatory, licensing, enforcement, and legislative functions across banking, insurance, and capital markets sectors, and acting Civil Chief for the U.S. Attorney’s Office, SDNY, overseeing all civil litigation brought by and against the United States in Manhattan, the Bronx, and several neighboring counties.

Danny’s work spans federal and state trial and appellate courts, high-profile regulatory investigations, and policy development for emerging industries like cryptocurrency and blockchain. He has represented financial institutions, technology companies, and public entities in matters involving anti-money laundering, international sanctions, consumer protection, and corporate governance. His practice also includes advising on commercial, regulatory, risk management, and integrated litigation strategies.

Earlier in his career, in addition to serving in senior state and federal government and non-profit executive roles, Danny was a litigation partner in both a Legal 100 firm and a boutique financial services firm.

  • As General Counsel of the New York State Department of Financial Services, co-directed the agency’s development of the first comprehensive regulatory framework for virtual currencies in the United States, and spear-heading the agency’s Iran sanctions enforcement program against numerous global banks, which resulted in billions of dollars in fines for New York State and regulatory reform.
  • Co-directed the New York Attorney General’s investigation into systemic fraud in the Residential Mortgage-Backed Securities market.
  • Lead attorney in multiple successful appeals before the U.S. Court of Appeals for the Second Circuit, including landmark cases involving telecommunications regulation and constitutional law.
  • Oversaw the federal government’s participation in civil litigation arising from the September 11th terrorist attacks.
  • Directed national civil rights advocacy and litigation efforts as the National Civil Rights Director for the Anti-Defamation League.
